"In a troubling sign for the American-financed rebuilding program in Iraq, inspectors for a federal oversight agency have found that in a sampling of eight projects that the United States had declared successes, seven were no longer operating as designed because of plumbing and electrical failures, lack of proper maintenance, apparent looting and expensive equipment that lay idle.
"The United States has previously admitted, sometimes under pressure from federal inspectors, that some of its reconstruction projects have been abandoned, delayed or poorly constructed. But this is the first time inspectors have found that projects officially declared a success—in some cases, as little as six months before the latest inspections—were no longer working properly."

It makes one long for another Sadaam who can deal as harshly with the criminals as he did.
Why did Sadaam get so stupid ?
Why did he expel the inspectors ?
Why did he promise $25,000 to the families of homicide bombers ?
The Shia are losing their supposedly longed for oportunity to rule themselves. This nation grows very weary of Iraq.
Looking at how badly the 'occupation' of Japan and Germany turned out, one has to be convinced that inteligence is not at work amongst the Iraqis and Jihadists.
At this point the Bush-Cheney regime will probably go down in history as more corrupt than Nixon and more incompetent than Harding.
But that's really no comfort whatsoever.
There's a part of me that wishes Bush and Cheney And Ken Adelman and Bill Kristol and Wolfowitz and everybody at Fox had been right - a two-three week cakewalk with minimum casualties to the soldiers and the Iraqis and that Iraq would become a democracy overnight. Sure, they would have been insufferable and they would have successfully privatized and/or politicized everything they could get their hands on, but at least it would not have been a six year war.
