I believe there's one error here. Benghazi wasn't a "terrorist attack". It was an act of war against the US government. The compound was somewhat isolated and there weren't any civilians (as we think of them) killed. And the second part of the attack involved a nearby CIA compound. I think this is an instance of using "terrorist attack" for nefarious political purposes.
